Thank you for granting me the honour to address you this morning in my role as goodwill ambassador for the UN Development Programme. Thank you, Secretary-General, for sharing your inspiring vision.
非常感谢授予我这份荣誉，让我今早能够站在这里，作为联合国开发计划署的亲善大使发表演讲。感谢秘书长刚刚分享的发人深省的观点。
Over the pass a couple of years, as UNDP ambassador, I have met many men, women and children who have been forced from their homes, who are struggling to make ends meet, who have been left behind. In many case, their suffering was caused by violence, conflict or crisis. As the Secretary-General pointed out, more countries have experienced conflict over the last few years, then at any time in the past three decades.

What's more? These conflicts are becoming more drawn-out, complex and deadlier, as civilians are no longer casualties, but have become targets. An estimated 65.6 million people are now forcibly displaced from their homes primarily due to violence and conflict.
除此之外呢？这些冲突的持续时间更长，情形更加复杂，也更致命，老百姓不再是无辜伤亡者，而变成了袭击目标。预计6560万人如今被迫从家乡撤离，而绝大多数都是因为暴力和冲突。
The number of refugees nearly doubled over the past decade, adding to the tragedy and heartbreak is the face that more than half of the world's refugees are children, many of whom, who have been separated from their families.
在过去十年内，难民人数几乎翻了一倍，而让情况更加悲剧、更让人痛心的真相是在全世界范围内，超过半数的难民，其实都是孩子，他们当中的许多人都被迫与家人分离。
If the current trend continues, by 2030, the year in which we hope to achieve the 17 sustainable development goals more than half of the world's poor will be living in countries affected by high levels of violence. Violence conflict affects men and women in very different ways.
如果目前的趋势继续下去，那么到2030年，本该计划实现17项发展目标的年份，全世界将有超过一半的贫苦人民不得不生活在那些暴力程度非常高的国家。暴力冲突，以不同的方式影响着男男女女所有人。
Too often, women and girls fall prey to sexual and gender-based violence, they become victims of human trafficking, sexual slavery and forced marriage. For children and youth, the devastating long-term effects of suffering through violence and conflict can lead to psychological trauma, and can have negative impacts on cognitive and social development.
多数情况下，妇女和女孩会遭遇性侵和针对性别的暴力行径，她们成为人口贩卖、性奴役和包办婚姻的受害者。对于孩子和青少年来说，遭受暴力和冲突的苦痛，所带来可怕的长期影响将会导致精神创伤，也会在认知与社交方面带来非常负面的影响。
It can also put them at risk of perpetrating violence, or becoming victims of violence in later life. The human cost of war and violence is tragic, devastating and simply too high, but the financial costs born by the affected countries, regions, and the international communities are also enormous wide-reaching, and have long-term consequences.
同时，暴力冲突也会将她们置于施暴的风险当中，或是在日后的生活中，成为暴力行径的受害者。人类为战争和暴力所付出的代价是不幸的、可怕的、更是相当高昂，那些受影响的国家、地区以及国际社会，要承担的经济代价，更是牵连极广，并会带来深远的长期影响。
Much of the efforts and resources of the international community amounting to hundreds of billions of dollars have been dedicated to responding to crisis, once they have already broken out. What we should be doing instead is preventing conflict in the first place. It could save countless lives and billions of dollars.
国际社会所付出的努力以及提供的资源，总额几乎高达千亿美元，一旦危机正式爆发，这些资源都被投入到应对危机之中。而我们应该做的，其实是从源头上阻止冲突的发生。这样才能拯救无数的生命，并省下数十亿美元。
The UN Charter establishes the prevention of violence conflict, as the overriding objective of the United Nations with the aim to save succeeding generations from the scourge of war. Conflict prevention is our mandate, and we need to be able to fulfill it. Rebalancing the UN's focus from reaction to prevention is at the heart of the sustaining peace agenda.
联合国宪章颁布了阻止暴力冲突的条例，作为联合国的首要目标，目标便是拯救子孙后代，免于战争祸害，阻止冲突的发生是我们被委以的重任，我们必须要有能力实现它。将联合国的工作重点，从采取应对措施转移至积极预防，是维持和平议程的核心。
I thank the Secretary-General for declaring prevention, the priority of the UN. This includes not just the prevention of violence conflict, for which the concept of sustaining peace is critical, but the prevention of crisis and human suffering, including through actions, such as combating climate change and ensuring disaster preparedness.
感谢秘书长正式声明，积极预防才是联合国的首要任务。这不仅仅只包括暴力冲突的预防，虽然暴力冲突的预防对维护和平也是非常关键，但我们更要宣扬，危机预防和对人类苦难的预防，包括通过各项行动，比如，对抗气候变化，完善灾后准备。
And we must not forget empowerment of women, the resolution on sustaining peace place great emphasis on conflict prevention, they also underline the importance of inclusion, and the essential role women play in the process, inclusivity means staying true to the 2030 agenda pledged to leave no one behind. Inclusive and sustained peace building means the full participation of women in society, without which, neither peace nor prosperity can be assured over the long term.
同时，我们也不能忘记女性权利，维护和平的决心，强调了冲突预防，同时，也强调了包容的重要性，以及女性在整个过程中至关重要的作用，包容性意味着，坚持2030年可持续发展议程，不让任何人掉队。包容及持续和平的建设意味着女性全面参与社会活动，如果没有女性的参与，持久的和平和稳定的繁荣都无法长期实现。
Women's empowerment transforms our communities, and makes peace more sustainable. Evidence shows that peace building interventions are more effective, if they are directly tied to promoting gender.

What's more? Women should be active agents in peace negotiations and peace building, not merely beneficiaries of services who need protection. The inclusion of women and women's group in conflict resolution and peace building processes, measurably strengthens protection efforts deepens the effectiveness of peace building, and helps to ensure the sustainability of of peace accords.
除此之外，女性应该成为活跃在和谈以及和平建构中的作用者，而不只是成为各项服务的得益者，永远需要受到保护。在防止冲突和和平构建的进程中只有将女性和女性团体的行动囊括进来，才能够可观地加强保护力度并加强和平建设的效率，并且帮助保证和平协议的可持续性。
The UN agency I work most closely with UNDP, knows from experience that this is the most effective approach, supporting the capacity of countries to prevent violent conflict, and sustained peace, and include women in the process, is a major part of UNDP's work.
在联合国中，与我合作最密切的联合国开发计划署，从以往经验中获知，这才是最有效的方法，最大限度支持各个国家去预防暴力冲突，以及维护和平，同时，让女性参与其中，也是联合国开发计划署的主要内容。
For example in Malawi, UNDP and the UN Department of political affairs supported the government in establishing a national peace architecture, that enables women and youth to act as national conflict mediators.

Gender equality contributes to durable peace and sustainable development. Systematic disparities between women and men in the economic social and political sectors stand in the way of sustainable development and durable peace. Women need to be engaged in all spheres of social life, and their priorities must inform the agenda for sustainable development.
性别平等，有助于更持久的和平以及可持续发展。女性和男性之间，在经济、社会和政治领域所面临的差距阻碍了可持续发展和持久和平的发展步伐。女性必须参与到社交生活的方方面面，女性权益收到重视，必将不断鞭策可持续发展。
Conflict prevention, early recovery from crisis, lasting peace and resilience, to make this a reality, necessary funds and resources need to be allocated to advance gender equality, and women's empowerment, especially in peace-building context.
冲突预防、危机爆发后尽快恢复、实现持久和平适应复苏，要让这一切成为现实，就必须获得必要的资金和资源，从而推动行呗平等以及女性权利，尤其在和平建设的大环境下。
Promoting both the empowerment of women and maintenance of peace and inclusive societies are key elements of the 2030 agenda for sustainable development. UNDP and other UN agencies have made women's empowerment and sustainable development the center piece of their efforts to help, support and promote peaceful justice and inclusive societies.
推广女性赋权，进行和平维护，拖动包容性社会，是2030可持续发展议程的重要元素。联合国开发计划署以及其他联合国机构，让女性权利以及可持续发展成为联合国帮助支持、推广和平公正和包容性社会的重心。
UN agencies have been undertaking such prevention focused initiatives in many parts of the world. For instance, thanks to a few presence in nearly 170 countries and the breadth of his technical expertise, UNDP is able to provide tailored and integrated support to Nations and their leadership the rule of law, access to justice, Human Rights, elections, constitutional processes. Local governance, sustainable livelihoods and climate adaptation.
联合国机构已经在世界上很多地区，展开各类以预防为主的项目。感谢在座近170个国家的各界人士代表，以及你们所提供的广泛技术专业知识，联合国开发计划署才能开展工作，为各国提供专项且全面的帮助，也为各国领导人提供各方面的帮助，包括法律条列、司法公正、人权、选举、宪法流程、地方管制、可持续生活，其后适应性等等。
The fundamental premise of the recently released UN World Bank pathways for peace report is that we simply cannot achieve the 17 sustainable development goals without addressing and preventing conflict. In fact, the sustainable development goals provide a blueprint to help to eliminate the root causes of violence and unrest. Building and sustaining peace sits at the very core of the United Nations being.
联合国和世界银行，近期共同发布的"通往和平的道路"报告，指出一个基本前提那就是，如果我们无法解决和防止冲突，我们将无法轻易实现17个可持续发展目标。事实上，可持续发展的目标为从根本上消除暴力和动乱绘制了蓝图。建设和维护和平是每一位联合国人的工作核心。
If we are to save succeeding generations from the scourge of war, sustainable development is imperative. But development is neither achievable nor sustainable in the absence of peace. It is critical that we work in concert tours attaining both sustainable peace and sustainable development.
如果我们想让自己的子孙后代免受战争灾害，那么，可持续发展就势在必行。但是没有和平，发展是无法实现，也无法持续的。因此关键在于，我们要以巡回活动的方式，来共同实现可持续和平以及可持续发展。
As we know, UN member states carry the key responsibility to achieve and sustain peace. Realizing lasting peace is a long-term endeavor that involves building resilient institutions, securing economic transformation and addressing inequalities and grievances that can lead to conflict.
众所周知，联合国成员承担着至关重要的责任来实现和维护和平。认识到，要实现持久和平，就必须通过长期努力，需要建设有弹性的机构，保障经济转型，解决会导致冲突的不平等及不满。
We must recognize that this process can take years and even decades, and we need to give the UN system the time, space and resources to pursue such long-term strategies that yield lasting results.

Award-winning actor Michelle Yeoh has taken on another role, in partnership with UNDP, to raise awareness and mobilize support for the Sustainable Development Goals, launched in 2016 to end poverty in all its forms by the year 2030. The Malaysian-born film star was appointed UNDP Goodwill Ambassador on 15 March 2016.
After experiencing firsthand the devastating earthquake that struck Nepal in April 2015, Yeoh visited the country as UNDP Goodwill Ambassador on the first anniversary of the disaster.
Shining a spotlight not only on recovery efforts but also the critical need for disaster preparedness, she said: "My terrifying experience as the earth rattled made me realize the crucial importance of preparing for disaster long before it happens."
In May 2016 Yeoh teamed up with UNDP's first-ever Animal Ambassadors, two panda cubs, to kick off the Pandas for the Global Goals campaign.
"I have joined forces with these two adorable, fuzzy panda babies to get the public interested and engaged in supporting the Global Goals--because who doesn't love pandas?" said Yeoh during her visit at the Chengdu Panda Base. "Our aim is to show that each and every one of us can play an active part in reaching a globally shared vision of a future without poverty, inequality or climate change."
The internatially acclaimed actor has starred in 30 films, including Memoirs of a Geisha, The Mummy, and the James Bond film Tomorrow Never Dies, but is best known for her role in the multiple Academy Award-winning Crouching Tiger, Hidden Dragon. She also stars in the highly anticipated Star Trek: Discovery television series on CBS.
Yeoh’s partner, Jean Todt, president of the Fédération Internationale de l’Automobile, is a United Nations Special Envoy for Road Safety.
